The European Council

EU heads of state as well as the European Commission president meet four times a year at European Council summits to discuss global issues and provide guidance for the European Union. The European Council sets the framework for future work with far-reaching policy measures, including treaty changes. The European Council also serves as the supreme council, it is also here that the ultimate decisions are taken if ministers have been unable to reach agreement.
