The Council of the European Union, or Council of Ministers, is one of Europe's key decision-making and legislative bodies. The vast majority of EU legislation is adopted in a joint decision-making process between the Council of Ministers and the European Parliament on the basis of proposals by the European Commission. The ministers present depend on the subjects on the agenda, but there will always be one minister from each member state.
