Rising energy prices and conflict in and around key producer and
transit countries has pushed energy security to the top of the EU's
political agenda.
The European Council's March 2007 action plan, Energy Policy for Europe made the security of
energy supply a top priority.
On 13th November 2008 the Second Strategic Energy Review and an EU
Energy Security and Solidarity Action Plan was presented to tackle
the various challenges of energy security.
