In spring 2007, a European Council action plan for 2007-2009 titled An Energy Policy for Europe established the overall objectives of European energy policy.
This policy has three objectives:
- to enhance energy security
- to ensure the competitiveness of European economies
- to promote environmental sustainability and combat climate change
